Laurie Schaffner is also the author of Teenage Runaways: broken hearts and “bad attitudes” (Haworth Press 1999). She teaches at the University of Illinois at Chicago. She is also involved in with the community a project for young women called Girl Talk. The main argument in Girls in trouble with the law centers on the experiences of low-income girls of color who have neglected or exploited and who are situated in a larger cultural and political environment that variously ignores, minimizes, derides, or criminalizes their plight. The book presents a multiyear study of court-involved girls and the adults with whom they interacted. This study brings the voices of young women aged thirteen to eighteen. The book constitutes an ethnography of a system of both formal and informal social controls at work in the worlds of court-involved girls. Gender is usually ignored as a category of analysis in sociologic and delinquency studies. Most of girls “offences are expressions of the power or the powerless: attempts to defy the overwhelming odds that disadvantaged young women face.”
In chapter one we learn how two girls get “locked up” and what being in the “system” is like from the perspectives of two young women, Claudia Sereno and LaShondra Wolfe. Claudia’s accounts typify experiences   of contemporary court-involved girls. Many of African American or Hispanic descent- are the fastest growing juvenile prison population in the United States. In 2003, female minors constituted 92 percent   of all juvenile arrest, an all time high. As of 1997, more than half the girls in residential placements nationally were girls of color.
