The collection of crime comes from three different sources. They are called the Uniform Crime Report, the National Incident- Based Report System, and the National Crime Victimization Survey. The Uniform Crime Report is a statistical reporting program ran by the FBI’s criminal justice information services division. The program also publishes, “Crime in the United States” which is an annual summary of the incidence and rate of reported crimes throughout the country. The UCR was developed in 1930 when the FBI built efforts by the International Association to create a national system of uniform crime statistics. The program was also designed to permit comparisons through the construction of a crime index. This included murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft. The National Incident Based Report System collects detailed data on every crime occurrence. The NIBRS format was being used by the FBI in January 1989. It’s also called the enhanced UCR/NIBRS. There are a few differences between the traditional UCR and the enhanced UCR/NIBRS. The traditional UCR consists of monthly aggregate crime counts, records rapes of females only, and collects assault information in five categories. The enhanced UCR/NIBRS consists of individual incident records for the eight major crimes and 38 other offenses, records rape of males and females, and restructures definition on assault. The National Crime Victimization Survey is based on victim self- reports rather than police reports. The survey is designed to estimate the occurrence of all crimes if they’re reported or not. It was first conducted in 1972 and was built on efforts in the 1960’s by the National Opinion Research Center, the President’s Commission on Law Enforcement, and the Administration of Justice It was to uncover the dark figure of crime, which is crime that is not reported to the police and that remains unknown to officials.
